AASHTO's Executive Director Receives Award

(Washington D.C.) John Horsley, Executive Director, American Association of State Highway and Transportation officials received the P.D. McLean Award, at the 2008 "Road Gang" Annual Meeting. The Award was established to commemorate the energy, tact and dedication of P.D. McLean, one of the founders and the original Chairman of the group.

John Horsley, center, receives the P.D. McLean award from Janet Oakley, AASHTO Director of Policy and Government Relations, left, and Anthony R. Giancola, P.E., right, Executive Director, National Association of County Engineers.
The Road Gang is an informal group of about 300 business and government executives, highway engineers and consultants, members of the news media and public relations specialists, company representatives, and trade association officials from the highway transportation industry in the Washington, D.C. area. The Road Gang serves the dual purpose of promoting fellowship and providing for the interchange of ideas among "Washington's Highway Transportation Fraternity."

The P.D. Mclean award is presented annually to an individual whose achievements in transportation have contributed to the cause of better highway transportation in the public interest.

Horsley has been the Executive Director of AASHTO since 1997. From 1993 to 1999 he served as Associate Deputy Secretary at the U.S. Department of Transportation where he advocated for intermodal policies, quality of life initiatives, and served as the liaison to state and local governments, U.S. Congress, and transportation constituencies.

A native of the Northwest, Horsley was elected to five terms as County Commissioner in Kitsap County, a community just west of Seattle. He is a graduate of Harvard University, an Army veteran, a former Peace Corps volunteer and Congressional aide. Horsley completed graduate study at Georgetown University. And he's a past President of the National Association of Counties, and the founding Chairman of the Rebuild America Coalition.

Also taking home awards were Frederick "Bud" Wright Jr. the immediate past Executive Director of the Federal Highway Administration, who received the Lester P. Lamm Memorial Award and Bernie McCarthy, past Vice President and Director of Industry Affairs for the Asphalt Institute, who received the Daniel J. Hanson Award.
